BOARD OF SUPERVISORS
SPECIAL MEETING
JUNE 22, 2001

A special meeting of the Board of Supervisors was held at the Township Building, 8:30 a.m.

Others present:

Terry Fedorchak, Township Manager
William Taylor, Finance Director

Chairman, Frank Fazzalore, called the meeting to order stating that the purpose of the special meeting is to discuss a number of items that are essential to the Township and that there is no regular public meeting scheduled until July 16.

There was no public comment.

DISCUSSION OF HIRING A CONSULTANT TO PERFORM FEASIBILITY STUDY FOR THE PROPOSED GOLF COURSE

Proposals to perform the feasibility study for the Township were received from five firms. Mr. Draper, Mr. Fazzalore and Mr. Taylor reviewed the proposals. Legg Mason was eliminated because its price was much higher than the others. THK was eliminated because it had performed the initial study for the Township, and the consensus was that it would be more informative to have a different firm do the work. The other three proposals were in the same cost range.

Mr. Fazzalore moved that Golf Property Analysts be appointed to perform the feasibility study. Mrs. Godshalk seconded the motion.

Mr. Hackman stated it was his understanding that Township personnel favored the McLoughlin Group. The Golf Committee had created its own subcommittee to review the proposals for the feasibility study, and that committee recommended ERA. Golf Committee Chairman, Chip Kern stated that Mr. McLoughlin proposed his firm also prepare a routing plan for the golf course which is not what the Township needs from the financial consultant.

Pat Frame, of 16 Delaware Rim Drive, stated he enjoys playing golf and hopes Township residents will be offered a substantial discount. In New Jersey, residents pay half price while Middletown Township offers only $1 discount. Mr. Fazzalore stated that it is definitely a goal that Township residents will pay less, but the amount of discount will have to be determined.

Mr. Jamie McWilliams, Golf Committee Vice-Chairman, stated that the Financial Consultant is the most important part of the golf course project.

The motion to appoint Golf Property Analysts to perform a feasibility study for the proposed golf course was approved unanimously.

RENTAL OF WARREN FARRINGER HOUSE

Mr. Hackman moved and Mr. Fazzalore seconded to rent the Warren Farringer House to Drs. Caren and Michael Shanfeld for use as an office for their chiropractic practice. The Shanfelds have agreed to a three-year lease with rental set at $950 per month and options to renew with increases in the rental fee. Mr. Fedorchak stated the agreement would have to be made pending approval of the chiropractic office by the shopping center management company. The motion carried unanimously.

DISCUSSION OF SANDY RUN BRIDGE

Mr. Hackman moved that discussion of the Sandy Run Bridge be tabled until the full board was present. Mr. Allan seconded, and the motion carried.
