TOWNSHIP OF LOWER MAKEFIELD
PLANNING COMMISSION
MINUTES - SEPTEMBER 11, 2000

The regular meeting of the Planning Commission of the Township of Lower Makefield was held in the Municipal Building on September 11, 2000. Chairman Pazdera called the meeting to order at 7:30 p.m.

APPROVAL OF MINUTES

Mr. Roeper moved and Mr. Koch seconded to approve the Minutes of August 14, 2000 as written. Motion carried with Ms. Gould abstained.

#492 - LOBERG TRACT - PRELIMINARY/FINAL PLAN APPROVAL

Mr. Edward Murphy was present and stated the Plans have been revised and they have received a new PCS review letter dated 9/6/00. Mr. Murphy noted they are still waiting for one PennDOT permit. He stated the Lower Makefield Police Department has approved the road names.

Mr. Roeper moved and Ms. Gould seconded to recommend to the Board of Supervisors approval of the Revised Preliminary/Final Subdivision Plans for the Loberg Tract subject to compliance with items in the PCS letter of 9/6/00. It is further recommended that Fee-In-Lieu be accepted and that the waivers required on Sections 178-45A, 178-95C4, 178-95C8, 178-20C9, and 178-93F3H be granted.

Mr. Steve Seu of Mt. Eyre Road stated they have been working with the developer on connecting to a main, and drainage of water into the new main, on Mt. Eyre Road. They have worked out a way to address their concerns. It was noted by a representative for the developer that these items are on the Plan.

Motion to approve carried unanimously.

#513 - LOWER MAKEFIELD CORPORATE CENTER - SOUTH CAMPUS - PRELIMINARY PLAN APPROVAL

Mr. Edward Murphy was present and noted the PCS review letter dated 9/7/00. He noted Item #1 with regard to the islands in the parking lot. He stated that technically islands are required every 200 feet and there is one location on the Plan where an island is not shown on the Plan and that they will need a waiver in this regard.

Mr. Murphy stated Items #3 and #4 refer to the interconnection and this will be determined by the Board of Supervisors.

Mr. Murphy stated Item #1 on Page #3 requires a limited waiver and a similar waiver was granted previously by the Township. This was acceptable to Mr. Doherty.

Item #4 was noted with regard to the lighting plan, and Mr. Murphy stated the Planning Commission needs to make a recommendation in this regard. He stated the Ordinance indicates the maximum height of a pole is 20 feet. There are certain areas where the spillover of two lights is not adequate, nor meets requirements. The choices are to add additional lights, increase the size of the poles, or leave it as shown on the Plan and get an indemnification from the Applicant so that the Township will not be sued. Mr. Pazdera noted safety concerns because of plantings in the islands. Mr. Doherty noted on the Plan areas where lights could be moved which could solve the problem. Mr. Murphy agreed to make changes to the Plan to provide better coverage particularly in the pedestrian areas.

Mr. Doherty stated the Traffic Study has not been finally reviewed. Mr. Murphy stated he feels this is going to be an issue which must be considered by the Board of Supervisors.

Mr. Roeper moved, Ms. Gould seconded and it was unanimously carried to recommend to the Board of Supervisors approval of the Revised Preliminary Land Development Plan for the Lower Makefield Corporate Center South Campus subject to compliance with the PCS letter of 9/7/00 with the further understanding that the Planning Commission recommends granting of a Waiver of SALDO Section 178-57Q and acceptance of the pedestrian crosswalk and refuge islands as they appear on the Plans. It is recommended that a connection between the Goodwin-Lacey site and the Corporate Center be favorably considered. It is recommended that a waiver be granted to SALDO Section 178-95C8. It is recommended that the landscaping as set out in the Plans be accepted. It is understood that the applicant will re-arrange the lighting so as to meet the requirements of the Subdivision and Land Development Ordinance. It is recommended waivers be granted to SALDO Sections 178-93D11f, 178-93D11G, 178-93C2C, and 178-93C2B. If the

applicant requests approval for Preliminary/Final Land Development, Plans must be completely acceptable to PCS before submission to the Board of Supervisors.

There being no further business, Ms. Gould moved, Mr. Koch seconded and it was unanimously carried to adjourn the meeting at 8:00 p.m.
