PARK & RECREATION BOARD

MINUTES - OCTOBER 9, 2001

 

 

The regular meeting of the Park & Recreation Board of the Township of Lower Makefield was held in the Municipal Building on October 9, 2001.Chairman Fritchey called the meeting to order at 7:35 p.m.

APPROVAL OF MINUTES

 

Mr. Smith moved, Mr. Fritchey seconded and it was unanimously carried to approve the Minutes of September 11, 2001 as corrected.

 

 

DISCUSSION OF PLANNED MEMORIAL FOR ATTACK VICTIMS

 

Mr. Fritchey stated the Board of Supervisors unanimously felt it would be appropriate for there to be a Township Memorial for residents of the Township who died on September 11, 2001.Mr. Fegley stated he raised this matter before the Supervisors prior to the last public meeting and there were different ideas as to what such a Memorial should entail.They decided to give the Park & Recreation Board the initial opportunity to come up with a recommendation.Mr. Fegley stated he feels there should be a living memorial such as a grove of trees with a bench with the names of the victims to be located at Elm Lowne.He stated since the families do not have graves to visit, he feels this would be a place in the Township which would be a quiet site where they could visit.Other Supervisors felt there should be a stone monument in a prominent place in the Township such as the girls softball field at Oxford Valley/Roelofs.

 

Ms. Mancuso joined the meeting at this time.

 

Mr. Fegley stated all Supervisors agreed that there should be a listing of the names of the victims from Lower Makefield Township. He stated he also wants to pursue some kind of Memorial for Bill Strahle.He stated there is no official Memorial Policy in the Township and they do get requests from people about Memorials.He stated he feels it would be a

good idea for the Park & Recreation Board to consider some kind of Memorial Policy.

 

Mr. Smith stated he is not sure that the Park & Recreation Board is qualified to come up with such a Policy.Mr. Fegley stated the Board did discuss retaining the services of a landscape architect to design a Memorial.

 

Mr. Fritchey stated he does not feel he has the expertise to come up with a Memorial design but feels they must consider what they want and where it should be located.He stated he does not feel it should be hidden in some obscure location but he also does not feel a Memorial at an active recreation location would be appropriate either.Mr. Fegley stated the

Board has ruled out Macclesfield Park but there was discussion about a location at Oxford Valley/Roelofs near the Concession Stand.Mr. Smith stated possibly they should consider having it closer to the street.He stated they could also consider naming this Park Memorial Park.

 

Mr. Fritchey stated he would prefer Elm Lowne rather than Oxford Valley/Roelofs since he feels the place for a Memorial is better suited for a location which is more dignified and contemplative.

 

Mr. Newbon stated he feels it should be in an area where there is some traffic. He feels the ideal location would be North Park since this is proposed to be a combination of active and passive uses.Mr. Fegley stated while this would be the ideal location, they would then have a Memorial at a location where there is not going to be a Park for some time.††

 

Mr. Carpenter stated he feels they need to give this matter additional thought and should also receive community input.

 

Mr. Smith suggested the installation of a brick walkway which could then cover future individuals as well.

 

Mr. Fegley stated at some point he feels it would be a good idea to ask the families impacted as well, but he is not sure it is proper to do so at this time.

Mr. Fritchey stated he feels they could hire a firm such as March Associates to consider this matter.

 

Ms. Martin stated she would be concerned about having the Memorial at Elm Lowne since this is often rented out for functions such as weddings and it may not be the best location to have a Memorial where visits by family members may conflict with functions taking place.

 

It was noted that since North Park does not yet have an official name, were the Memorial to be placed at that location, the Park could be called Memorial Park.

 

Mr. Fritchey asked that the Park & Recreation Board members consider the matter further to be discussed at a future meeting.Mr. Smith stated he does not feel they should rush into anything at this time since no one is sure what may occur in the future.

 

Mr. Carpenter stated there was an article in the newspaper about this matter and residents were invited to send comments to Mr. Fedorchak.He stated the Park & Recreation Board should consider any comments received.

 

 

SUPERVISOR LIAISON REPORT

 

Mr. Newbon asked for an update on the I-95 Loop Ramp matter.Mr. Fegley stated Newtown Township agreed to a number of concessions.He stated part of their O/R is to be developed into an age-restricted community and no road will be brought out to Lindenhurst or Twining Roads.They will access it from Penns Trail.There will be a full intersection where the entrance is being built for Newtown Office Commons.Mr. Fegley stated he felt it was important to move forward with the loop ramp because of the safety ofTownship residents and the credibility of Lower Makefield Township.Four Supervisors agreed to move forward with the loop ramp.

 

Mr. Fritchey stated he previously asked if the Board of Supervisors wanted the Park & Recreation Board to work on anything of a pro-active nature and at the time there was no direction to do so. He stated one Supervisor did ask them to come up with a plan for the Samost Tract, but Mr. Fegley stated he feels that was only one Supervisorís opinion.†† He stated the big issue still remains what to do about a Senior Center.†† Mr. Smith stated he would like to start working on something for one of the Parks.Mr. Fegley stated he will discuss with the Board of Supervisors the possibility of doing something with the Snipes

Tract.

 

Mr. Smith asked if there is any discussion about purchasing any additional properties in the Township.Mr. Fegley stated they are having discussions with some of the property owners who abut the proposed Golf Course, but they are waiting for the outcome of the Golf Course feasibility study.Mr. Fritchey stated they do have a soccer field crisis.Mr. Fegley stated he would support the installation of temporary soccer fields at the Snipes Tract.

 

 

RECREATION DIRECTORíS REPORT

 

Ms. Liney thanked all the organizations and the volunteers for their contributions to the Township Day of Healing.

 

Ms. Liney stated the Stoddart Fields restroom/concession stand project is on schedule.

 

Ms. Liney reported that the Township has ordered a sign for the Patterson Farm and they anticipate delivery on October 19 with installation to take place shortly thereafter.

 

Mr. Fegley stated he was very proud of the work done by the Township staff at the Day ofHealing.

 

Ms. Liney stated she heard everything went well during the Columbus Day Tournament. Mr. Smith thanked Ms. Liney and the Township employees for working on this event.

 

 

LEAGUE REPORTS

 

Mr. Smith stated they did do some switching of goal mouths which is helping the situation.

 

Mr. Kuebler reported that Lower Makefield Football has three games to go in their season.He stated the season is going well and the players are having fun.He stated there are ninety boys in the flag program.He invited the Park & Recreation Board members to attend the Family Barbecue to take place on October 27 at Macclesfield Park.

 

Mr. Smith stated he has noticed more of a police presence at Macclesfield Park which is helping the situation.

 

Ms. Liney reported that there was some vandalism at the Pool and the Police investigation is continuing.She noted there was some minor vandalism at Kids Kingdom but nothing to the extent that was done at the Pool.She noted they will be arranging for a security system to be installed at the Pool.

 

Mr. Kuebler stated PAA has spent a lot of time keeping Macclesfield Field A in good condition.He also noted that the shed which was installed blends in nicely.Mr. Fritchey stated PAA try-outs were conducted at Stoddart despite assurances which had been made to the contractor working on the concession stand that there would be no one in that area.The individual in charge of the try-outs did eventually move to Oxford Valley/Roelofs.

 

 

There being no further business, Ms. Martin moved, Mr. Kuebler seconded and it was unanimously carried to adjourn the meeting at 8:25 p.m.
