At their public meeting on Wednesday, December 17, 2025, at 7:30 p.m., the Lower Makefield Township Board of Supervisors will consider adopting an Ordinance establishing a dedicated stormwater utility fee. The proposed Ordinance provides for an effective date of January 1, 2026.
The stormwater utility fee would be assessed based on the amount of impervious surface area on each property. Impervious surface calculations were completed using high definition orthophotography with parcel boundaries sourced from Bucks County GIS data. The proposed rate structure is as follows:
Proposed Rate Schedule
Tier 0: 0-299 square feet of impervious surface area- No fee assessed
Tier 1: 300-4,999 square feet of impervious surface area- $8.50 per month (Reflects the rate charged to the average single-family property in Lower Makefield Township)
Tier 2: 5,000+ square feet of impervious surface area- $2.90 per 1,000 square feet of impervious surface area or portion thereof, rounded up to the next thousand
If approved, the stormwater utility fee would be assessed monthly and billed quarterly, with property owners offered an annual payment option. Annual payments received on or before the due date of the first quarterly bill will receive a 3% discount. It is anticipated that the first bills would be mailed on April 1, 2026.

Additionally, it is anticipated that the Board of Supervisors will consider adoption of a stormwater fee credit policy in January 2026. This policy may provide credits for structural and non-structural practices that reduce stormwater runoff and could lower the total fee due for qualifying property owners.
